Liaoyuan's education benefits the people policy! Here from preschool to graduate

Based on the implementation of the national education funding policy, the city actively organized the implementation of the “one loan, two awards, five free, six assistances” education to benefit the people policy, and achieved full coverage from the kindergarten to the college aid system.

Preschool education



Funded projects:

Government funding, national awards

Funding criteria:

1. Government funding: Calculated for 10 months throughout the year (from March to July in spring and September to January in the fall), rural (including counties and towns) is 1,500 yuan per student per year and urban is 2,000 yuan per student per year.


2. National award and supplementary funds: from time to time, the specific funding amount is calculated according to the funds allocated by the country in the current year.

Funding scope and target:

1. Government funding: Inclusive children in inclusive kindergartens, including: ① children who set up a file in a family, ② children in a subsistence allowance family, ③ special assistance to support children ④ orphans ⑤ disabled children


2. National award and supplementary funds: All children who enjoy pre-school education funding in inclusive kindergartens.

Compulsory education


Funded projects:

Free tuition and fees, free textbooks, free teaching materials, boarder subsidy, non-boarder subsidy

Funding criteria:

1. Free tuition and fees: Tuition and fees for all students in urban and rural compulsory education are completely exempted.


2. Free textbooks: Free textbooks for all students at the compulsory education stage. 3. Free teaching aids: The amount of teaching aids ordered is calculated.


4. Boarding student subsidy: RMB 1,000 per student per year for primary school and RMB 1250 per year for junior high school student.


5. Non-boarder subsidy: 500 yuan per student per year for primary school and 625 yuan per student per year for junior high school.

Funding scope and target:

1. Free tuition and fees: Tuition and fees for all students in urban and rural compulsory education are completely exempted.


2. Free textbooks: Free textbooks for all students at the compulsory education stage. 3. Exempted teaching materials: ① Students from the subsistence allowance family ② Students who set up files for registration ③ Specially-aided assistance and support students ④ Students with disabilities ⑤ Orphans ⑥ Students with difficulties in other special circumstances.


4. Boarding student subsidy: poor boarding students, including: ① students with file registration, ② students with financial difficulties and disabilities who do not have file registration, ③ students with subsistence allowances, ④ rural special assistance and support students, and ⑤ boarders with special circumstances.


5. Subsidy for non-boarders: ①Students who set up a file, ②Students with financial difficulties who are not in a set up file, ③Students in the rural subsistence allowances, and ④Students who are in need of assistance.

High school education


Funded projects:

National bursary and tuition free

Funding criteria:

1. National bursary: The average funding standard is 2,000 yuan per student per year.


2. Free tuition and fees: The first batch of provincial high schools to run 900 yuan per school year, 700 yuan per school year for key high schools, 500 yuan per school year for general high schools.

Funding scope and target:

1. Financial aid: students from poor families; overall no more than 20% of students at school, priority is given to five categories of people, ① students who set up a family card ② students from low-income families ③ students with disabilities ④ students who are in needy assistance ⑤ orphans ⑥ other special reasons Home students (on request)


2. Tuition fee waiver: ① students with financial difficulties in establishing a file, ② students in families with subsistence allowances in rural areas ③ students with financial difficulties in families, and ④ students in special poverty-stricken areas.

Secondary Vocational Education Stage


Funded projects:

National tuition exemption, national bursary, national scholarship

Funding criteria:

1. National tuition exemption: 2,000 yuan per student per year; tuition fees higher than the subsidy, private schools can continue to charge students according to regulations.


2. National bursary: The average funding standard is 2,000 yuan per student per year, and the specific standard is determined by the actual situation within the range of 1,000-3000 yuan, and can be divided into 2-3 levels.


3. National scholarship: 6,000 yuan per person per year.

Funding scope and target:

1. Tuition fee waiver: Full-time diploma education in secondary vocational schools is in the first, second, and third grades. ①Rural (including counties and towns) students ②Urban agricultural students ③Urban families with financial difficulties 10%


2. Bursary: Secondary vocational school full-time diploma education is officially in the first and second grades.


① Students in agriculture majors at school ② 15% of students with financial difficulties in non-agriculture major families.


3. Scholarship: Students who are particularly outstanding among full-time students (the specific quota will be selected according to the notice).

Higher education stage


Funded projects:

Student Credit Credit Loan, New Student Admission Project


Funding criteria:

1. Credit origin student loans for students: full-time regular college students (including second degree, higher vocational students), preparatory students each apply for a loan amount of not more than 8,000 yuan, not less than 1,000 yuan; full-time graduate students (including Master's degree, doctoral degree) application loan limit is 12,000 yuan.


2. New student admission assistance project: 500 yuan per student for freshmen admitted in universities in provinces (autonomous regions, municipalities), and 1,000 yuan per person for freshmen admitted in universities outside provinces (autonomous regions, municipalities). The subsidy is used for one-time subsidy for the family members with financial difficulties from the home location to the admitted institution and the short-term living expenses after enrollment.

Funding scope and target:

1. Credit loans for student origin: ① Among the schools recognized by the Ministry of Education, full-time freshmen (including preparatory students) or college students, graduate students and second bachelor students studying in universities. ② Establish files for students from poor families, students with minimum living security, special support assistance students, orphans and disabled students, children of martyrs, students with family financial difficulties, children with disabilities, and other students with special financial difficulties.

2. New student enrollment subsidy program: The middle and western regions have freshman families with financial difficulties who are admitted to full-time colleges and universities every year. Prioritize funding for orphans and disabled students, students with parents who are incapacitated, students of ethnic minorities, children of martyrs, students from single-parent families with financial difficulties, students from rural absolute poverty families, families enjoying the minimum living security policy for urban residents, and students with financial difficulties due to emergencies, Rural one-child family planning and two-girl household students.
